Rhea VINELink Release Coverage
Victim Information and Notification Everyday, or VINE, is a custody-status search and notification platform. Tennessee participates through Tennessee SAVIN and VINELink. TDOC says the system provides custody changes and criminal-case information for offenders in its custody and works with its written notification process. Telephone, email, TTY, and text delivery may be offered by the live interface.
County coverage needs careful wording. TDOC says many Tennessee county jails participate, not every jail. The Rhea County Sheriff's navigation includes an official Victim Notification route, but that page was not accessible during the research sweep. Confirm that the live Tennessee search lists Rhea County Jail or Rhea County Sheriff's Department before relying on a local alert. Tennessee SAVIN support can also confirm the current path.
The state-prison and county-jail records are still separate custody episodes. A TDOC event can report release to a county detainer, meaning the person leaves state custody but enters county custody. A Rhea jail event can likewise reflect transfer to TDOC or another agency. VINELink reports the event supplied by the participating source; the release type and destination determine whether custody truly ended.
Search a Rhea Inmate on VINELink
A one-person VINELink check starts with Tennessee, then the person's name or offender identifier. Do not select a record by name alone. Date of birth, offender number, age, agency, and facility can separate people who share a name. A photo may help, but it can be old and is not a substitute for identifiers.
- Open VINELink and select Tennessee as the state.
- Enter the person's name or offender identifier. Use the facility or agency filter if the current screen offers one.
- Compare the result identifiers. For a county case, look for the Rhea custodian; for a state case, compare the person with TDOC FOIL.
- Open the correct record and read the agency, facility, custody status, and last reported event together.
- If the result says released or out of custody, record the event date and time. Ask the custodian whether it was community release or transfer.
- If no match appears, check spelling and identifiers, then call Tennessee SAVIN. Lag, transfer, nonparticipation, and archive limits are alternatives to release.
For a county jail person, the Sheriff remains the official source for the booking-and-release record. For a TDOC person, FOIL can show current or former felony status, sentence data, and release information. Rhea VINELink Release Fields
VINELink is an operational notification record, not a full sentencing ledger. The live interface determines which fields a participating agency supplies. Read every result in its own context. An “out of custody” status does not necessarily distinguish bond, sentence completion, court order, or transfer unless the event text gives that detail.

TDOC's own release-notification form includes more sentence detail than should be assumed for every VINELink result. Its fields include offender name and TDOC ID, conviction date and county, date of birth, offense, release type, release date, sentence expiration, intended city and state, and Victim Services contact. That is a state notice inventory, not a promise that every Rhea VINELink screen shows all those items.

Register Rhea County Release Alerts
Registration starts from the matched individual record. This matters because an alert follows that record, not just a typed name. - For text, email, account, or app delivery, complete the confirmation link, code, or other verification shown on screen.
- Save the registration and use the same record or account to manage it. Call support if registration fails.

An alert is not guaranteed to arrive at the same instant a person moves. Agency feeds update on their own cycle, and phone or email delivery can fail. Save the registration, but also keep the correct agency's number when timing is important.
Rhea Local Release Notification
Rhea County has a second notification layer beyond a VINELink account. Tennessee Code § 40-38-103(b), as summarized by the University of Tennessee County Technical Assistance Service, provides a direct pretrial-jail notification route for victims of violent crime or qualifying family members. The sheriff or custodian supplies a request form, keeps it confidential, and gives prompt direct notice before release through an available means.
This local statutory request is distinct from Tennessee SAVIN. It can matter when live Rhea participation is unclear or when a qualifying person wants the direct process the statute provides. Contact the Rhea County Jail at 423-775-7837, extension 2, and ask for the victim-release-notification request under the statute. Do not publish or seek another person's confidential registration details.
TDOC's release-notification policy adds another Rhea-specific caution. Its form expressly recognizes release by detainer to a Tennessee county facility and routes county-phase notice to SAVIN. In that setting, “release” from TDOC means custody continues in a county jail. The same rule of interpretation applies in reverse when the Rhea release record names TDOC as the receiving agency.
Note: The direct statutory request and a VINELink registration are separate routes, and eligible users may need to maintain both.
Verify Rhea VINELink Release Events
For Rhea County Jail, use the Sheriff's official Inmate Info route to test present custody, then call and ask whether the person left Rhea custody, the exact date and time, the release type, and whether another agency received the person. If staff cannot disclose the detail by phone, request the existing booking-and-release transaction. Portal absence alone does not prove release.
For a Tennessee felony offender, compare the event with TDOC FOIL. Read status and location together. Parole or probation means the person is in the community under supervision. Inactive requires the release and sentence detail to explain when TDOC's active episode ended. A new county booking may still exist even if an old state record is inactive.
When records conflict, first ask whether they describe different episodes. A Rhea booking can close when TDOC custody starts. A TDOC release can end at a county detainer. Preserve the URL, check time, identifier, agency, and exact disputed field, then ask the publishing agency about its effective date and update cycle.
Federal Releases Beyond Rhea VINELink
VINELink is not the federal Bureau of Prisons locator. A federal defendant with a Rhea County connection may be in U.S. Marshals Service contract custody, a BOP institution outside the county, or another agency's custody. Use the BOP Inmate Locator for a sentenced federal prisoner. It can show a release date and status such as “Released,” which confirms departure from BOP custody only.
Federal pretrial movement belongs with the federal docket and USMS route. ICE present detention belongs with the ICE Online Detainee Locator when there is evidence of an immigration detainer or ICE custody. A Rhea record marked release to USMS or ICE is a transfer. VINELink's lack of a match does not resolve those federal branches.
Rhea Registries Are Not VINELink
The Tennessee Bureau of Investigation Sex Offender Registry is a separate, limited-purpose system for people required by law to register. It is not a Rhea County jail release list. A Rhea address reflects a registry connection to the county, not proof of a Rhea booking or recent release. Other TBI registries also cover only their defined statutory groups.
A registry result cannot replace the Sheriff's dated release record, a court disposition, or a current custody check. VINELink follows custody events and notification registration. FOIL follows Tennessee felony custody and supervision. Keeping those systems separate prevents a specialized registry record from being misread as a general release event.
No Rhea VINELink Match
No result has several possible causes. The name may be spelled differently. The record may use an offender identifier. The agency may not participate, the feed may lag, the person may have transferred, or older data may not remain searchable. Call Tennessee SAVIN for help, then go to the last known custodian rather than declaring release.
For Rhea County Jail, use the Sheriff. For TDOC, use FOIL and TDOC records. For federal custody, use BOP or the federal docket and USMS. For a court-authorized release, request the Rhea judgment or order, then compare it with the jail's physical release time. That custody-specific chain provides a stronger answer than any missing search result.
