Understanding Rhea County Releases
A Rhea County release is an event recorded by the agency that held physical custody. For the adult jail, that agency is the Rhea County Sheriff's Department. Its booking-and-release transaction is the strongest local proof of when the jail episode ended. The court file may explain the legal cause, while a Tennessee Department of Correction record may show what happened after a felony commitment. These sources answer different questions. A live roster mainly tests present jail custody and is not a historical release archive.
Removal from the Rhea jail roster can mean bond, a court-directed release, time served, expiration of a local sentence, or release to community supervision. It may also mean a transfer to TDOC, another jail, the U.S. Marshals Service, or ICE. A transfer closes one facility's custody record while custody continues. Temporary movement for court, medical care, or a work assignment may not end legal custody at all. The release type and receiving agency matter as much as the date.
- Time served
- The custodial part recorded by the jail or judgment has been satisfied.
- Parole
- Conditional community release from a prison sentence after Board action.
- Probation
- A court-ordered community sentence, which is not the same as parole.
- Discharge
- The end of the custody or supervision term shown by the responsible agency.
Rhea County Inmate Release Types
Each release label sends a search in a different direction. Bond ends physical jail custody but leaves the criminal case pending. A court order must still be processed by jail staff, and another hold may delay departure. Time served or sentence expiration resolves the listed custodial term, though probation or a different case can remain. Dismissal or acquittal may authorize release on one case without clearing every hold.
| Release type | Meaning | Next source |
|---|---|---|
| Bond or court order | Jail custody ends after staff process the authority and check holds. | Sheriff transaction and clerk order |
| Time served or expiration | The stated local custodial term ends. | Jail record, judgment, supervision record |
| Parole or probation | The person is in the community under conditions. | FOIL, TDOC, and court file |
| Transfer | Rhea custody ends but another agency takes custody. | Receiving jail, TDOC, USMS, BOP, or ICE |
| Dismissal or acquittal | One case ended favorably, subject to other holds. | Clerk disposition and jail exit time |
Medical movement or death should not be casually labeled as release. Use the exact official classification. In every category, an executed custody transaction is stronger proof of departure than a predicted date or calendar entry.
Rhea County Release Record Fields
The Sheriff's site does not publish a fixed release-report schema. Ask for available fields instead of naming a report that may not exist. Give the full legal name, date of birth, approximate booking and release dates, and booking number if known. Ask staff to identify the record tied to that specific episode.
| Field | What it establishes |
|---|---|
| Booking number and booked name | Connects the response to the right custody episode. |
| Booking date and time | Marks admission to confinement. |
| Release date and time | Shows when the custodian executed departure. |
| Release type or reason | Distinguishes bond, order, expiration, supervision, or transfer. |
| Receiving agency | Shows whether custody continued elsewhere. |
| Bond, order, or authority | Links the transaction to its trigger. |
| Charges at release | Identifies booking context without proving guilt. |
| Booking photograph | Ties an image to that arrest episode. |
A response may redact protected identifiers or operational detail. Compare custody records with the court disposition when the outcome matters.
Request Rhea County Release Records
Contact the Rhea County Sheriff's Department at 7800 Rhea County Highway, Dayton, TN 37321. Call 423-775-7837 and choose extension 2 for the jail. Companion public numbers are 423-775-7832 and 423-775-7838. No county-specific online request form or release-record price was found. Ask the office to identify its public-records coordinator, delivery method, policy, and estimate.
- Supply full name, date of birth, a booking number if known, and a narrow date range.
- Request the existing booking-and-release record, exact exit time, type, destination, authority, charges, and booking photo.
- Choose inspection or electronic copies. Ask for an estimate and the legal basis for any withheld part.
- If delayed, follow the Tennessee process for production, a supported denial, or a written time estimate.
- Compare the result with the court or TDOC record.
Published incident and arrest report prices do not set the price of a release log or photo. Inspection is ordinarily free, while copies and qualifying labor may carry charges. The Office of Open Records Counsel provides request and charge guidance.
Rhea Release Records and Retention
Tennessee Code Title 10, Chapter 7 controls access to state and local public records. Sections 10-7-503 through 10-7-506 address access, exceptions, copies, and enforcement; section 10-7-512 addresses request coordinators. Adult booking and release records are evaluated under the public-record presumption and applicable exceptions. Juvenile material, sealed or expunged records, protected victim information, medical detail, court orders, and certain investigative records may require withholding or redaction.
The CTAS retention schedule lists booking, sign-out, and movement records for five years. Identification files use a life-of-subject benchmark. A signed property-return receipt is permanent. These rules concern agency files, not web display.
Rhea Release Property Receipt
The Rhea jail says possessions are tagged and secured at booking. Trust funds are returned by check when the person leaves, and the person signs for that check. Tennessee's county retention schedule adds a durable layer: the property-return receipt inventories property, valuables, and cash, and it is signed by the inmate and witnessed by the releasing officer. This permanent administrative trace can support the physical-release timeline when a public roster entry is gone.
Ask for the booking-and-release transaction first. If timing or identity remains disputed, ask whether a releasable property or trust-fund receipt exists for the same booking. The receipt does not state the legal reason for release. It documents the handoff around departure, while the release record and court order explain authority and destination.
Verify Rhea Bond Releases
The Sheriff's jail page says a person with bond set receives a qualified-bondsmen list and may call a company of that person's choice. A 2024 Tennessee Comptroller investigation adds a local reason to reconcile sources. Examples of audited Rhea release forms lacked court approval, the court-ordered amount, or sureties. Tennessee Code sections 40-11-105 and 40-11-106 address court-set bail authority.
For a bond exit, compare the Sheriff's executed release form, the clerk's bond or release order, and the docket. A roster disappearance proves none of them by itself. The jail record gives the actual exit time, the clerk record supplies judicial terms, and the docket shows what remained pending.
Rhea Release Three-Stop Check
The jail, courts, and several justice offices sit in the Justice Center area, but their databases and duties remain separate. Start with the Sheriff for the actual custody exit. Contact Jamie Holloway's clerk office for the bond, judgment, dismissal, probation order, or disposition. Then use the correct TDOC Community Supervision or SETHRA office for supervision. Physical proximity does not make one office the owner of all three records.
The Rhea Circuit Court Clerk is at 7824 Rhea County Highway, Dayton. County hours are listed as weekdays from 8 a.m. to 4:30 p.m. The court directory publishes 423-775-7818; local pages also list 423-775-7805. A signed order can precede actual jail departure, and another hold may block release.
Rhea Jail Release Eras
Official county pages preserve facts from two jail eras. The older account describes 54 authorized beds in 2002 and expansion to 87 by 2009. A later county announcement says the $23.6 million Justice Center opened in March 2021 with a 342-bed jail. Old capacity, population, and program statements should remain dated. They do not describe the current building unless a newer source says so.
This history matters when matching a release record to a place. A booking before the Justice Center opened may reference the prior operation. Current adult jail contact runs through the Sheriff's facility at 7800 Rhea County Highway. Use the booking date and the facility wording in the record rather than forcing a modern label onto an older episode.
Rhea Release Counts Versus Transfers
An April 2025 TDOC snapshot counted 294 people in 342 Rhea jail beds. It included 50 people held for the federal government and 108 TDOC backup inmates. These are one-date population figures, not annual releases, turnover, or average stay. They show why transfer verification matters when a name leaves the roster.
If the release field names a receiving agency, follow it. Search FOIL for TDOC, the federal docket or USMS for pretrial movement, and BOP for a sentenced federal prisoner. Do not convert these counts into a release total.
Rhea Work Release Is Custody
The Sheriff's historic description says judge-sentenced work-release participants remained housed at the jail. It reported an average of 8 to 12 participants and a $15 charge for each day out. Those figures belong to that dated account. A participant signed out for work was still in custody and was not a released inmate.
The Comptroller's review of local sign-out forms reinforces the distinction between temporary movement and final release. Ask for the exact transaction type. A movement log or daytime sign-out does not replace an executed booking-and-release record.
Find Released Rhea County Inmates
Begin with the last known custodian and approximate date. Gather the full name, date of birth, and any booking, TOMIS, register, or case number already known. Search by custody class, not just by name. The Rhea portal tests present local custody; FOIL covers felony offenders in the TDOC system; BOP covers sentenced federal custody; the court file explains the legal event.
- Check the Rhea live portal only for a current county listing.
- Call the jail at extension 2 for exit date, release type, and receiving agency.
- Search TDOC FOIL when felony commitment, state transfer, parole, or probation is possible.
- Check VINELink for a participating custody event, then verify the alert.
- Obtain the Rhea judgment, bond order, dismissal, or supervision order.
- Use BOP, the federal docket and USMS, or ICE ODLS for the matching federal path.
- Request the existing release record when public systems do not resolve the event.
TDOC Search for Rhea Releases
The TDOC Felony Offender Information Lookup, known as FOIL, covers felony offenders now or formerly in TDOC custody or supervision. A Rhea County misdemeanor or short pretrial stay may never appear. Search the last name and available first-name data, or use a TOMIS ID. Match identifiers and read status with location.
| FOIL field | Use | Limit |
|---|---|---|
| Last name | Starting search key | Namesakes need more identifiers |
| First name, race, sex, age | Narrows matches | Uncertain data can hide a result |
| TOMIS ID | Identifies the TDOC record | Not a county booking number |
| Status and location | Shows incarceration, parole, probation, or inactive status | Inactive needs dates and detail |
| Sentence and release information | Shows labeled TDOC dates | Eligibility is not actual release |
The official FOIL search screen shows the name and TOMIS routes.
Open the detail and preserve each live label. Parole or probation means supervised community status. Inactive does not automatically mean a recent release. A calculated eligibility or expiration date is not proof of physical departure.
Rhea County Recent Release Search
The Sheriff's navigation links an “Inmate Info” vendor portal, but no county-labelled 24-hour, 48-hour, or 72-hour release feed was verified. The vendor endpoint failed during research. That outage does not prove the vendor can never show release data. It means no rolling window, field list, photo flag, update schedule, or online retention period can be promised.
Use the portal to test current custody, then call the jail. For a list, define exact start and end times and ask whether an existing release log can provide name, booking identifier, timestamp, release type, and receiving agency, subject to redaction. The Rhea County 24-Hour Release List explains the same-day fallback.
Getting Home After Rhea County Release
SETHRA provides general-public transportation in its nine-county Southeast Tennessee service area. Its Rhea office is at 3813 Rhea County Highway in Dayton and can be reached at 423-775-4010. No published jail stop, release pickup, or same-day ride promise was found. A released person or family should call ahead, explain the starting point and needed time, and confirm whether a trip can be scheduled.
This option is not proof that release occurred. Confirm departure with the jail before making plans. Release processing can change, and a transfer sends the person somewhere other than a community pickup point.
Rhea Release Supervision Layers
TDOC Community Supervision handles state felony parole and probation. Its Rhea reporting location is at 7794 Rhea County Highway, with 423-634-4662 published. SETHRA Community Corrections and Misdemeanor Probation is in Suite 665 at 7800 Rhea County Highway, with 423-775-3643. These are separate layers. A SETHRA record should not be described as TDOC felony parole.
Verify status in FOIL, identify the field office, and compare the court order. A Board hearing calendar proves only that a hearing was scheduled. The Sheriff also documents education and recovery programs at the Justice Center. Program participation is not proof of release or supervision.
Rhea Release Alerts and Federal Paths
Tennessee SAVIN and VINELink can provide custody searches and alerts when the agency participates. Search Tennessee, match more than the name, read the agency and last event, then verify a release or out-of-custody notice with the Sheriff or TDOC. Tennessee SAVIN offers 24-hour live help at 888-868-4631. An alert may lag or describe a transfer.
For a sentenced federal person, use the BOP Inmate Locator. A past release date with “RELEASED” means the person is no longer in BOP custody, not that all supervision or other custody ended. Federal pretrial movement belongs to the docket and USMS. ICE ODLS is for present ICE detention and limited recent-release information. Rhea's federal count does not prove an ICE contract.
The official locator illustrates the federal search route.
Search by an identifier when possible, or use name with the available fields. “In Transit” and a future date are not releases.
Rhea Released Versus In Custody
Choose the system based on the custody episode. Searching every portal without that distinction can create false conclusions.
| System | Best use | What absence means |
|---|---|---|
| Rhea live portal | Current county jail listing | Release, transfer, lag, or mismatch |
| Sheriff release record | Actual county exit, type, destination | Ask about keys or restrictions |
| TDOC FOIL | Current or former felony status | Short local stays may not appear |
| VINELink | Participating custody event and alerts | Lag or coverage can explain no match |
| BOP locator | Federal sentence custody and release | Another sovereign may hold the person |
Names are not unique. Match at least two independent identifiers, such as date of birth, booking or TOMIS number, age, or case number. A photo can help with namesakes but should not replace stronger identifiers.
Rhea Release Records After Expungement
Release does not equal expungement. A bond leaves a case pending, and sentence completion does not erase a conviction by itself. Tennessee Code section 40-32-101 provides procedures for qualifying outcomes and a defined set of conviction offenses. Eligibility depends on the exact case, prior history, full completion of sentence and supervision, obligations, waiting period, and current statute. Broad claims that every first case or misdemeanor qualifies are unsafe.
Begin with the court of disposition. If an order is granted, obtain a certified copy, confirm the clerk transmitted it to the required agencies, allow processing time, and recheck the government systems that held the record. Juvenile, sealed, and expunged files are not handled like open adult records. No promise should be made that a private copy already taken will disappear.
Rhea County Release Facility Paths
The last custodian determines the correct record and search route. These pages separate adult county custody, confidential juvenile custody, state felony custody, and federal sentence custody.
- Rhea County Jail: the Sheriff supplies the adult release record.
- Rhea County Juvenile Detention Center: authorized family, counsel, court, or DCS channels handle confidential information.
- Tennessee State Prisons: FOIL and TDOC records show state release and supervision data.
- Federal Bureau of Prisons: BOP handles sentenced federal locator records; USMS and ICE use separate routes.
A county release to one of these systems is a transfer. Ask for the receiving agency and timestamp before choosing the next locator.
